ABSTRACT: The ability of students who are not homogeneous in a class is one of the problems in the learning process. This study describe the level of heterogeneity of students in a class and thus require the development of new learning models that can more focus to minimize it. Data of students' ability that heterogeneous collected by questionnaires and interviews in May 2015, which are consist of 10 teachers and 20 students from several secondary schools in Jember. As results, the teachers explain that most schools have difference students' learning ability significantly, so the students understanding is uneven. Most of students said that learning models of teachers was bored and less motivated to learn. They are also prefer to learn in groups rather than individuals because they can sharing opinions if experiencing difficulty in learning. Therefore, we need a new learning model development that is packaged in a Leader-TRACE (Training, Action, Evaluation) learning model with a syntax that is more focused to improve the students understanding and what the students need. From this research could be found the reason why the development of the Leader-TRACE (Training, Action, Evaluation) learning model with basic heterogeneity of students ability in the class is very required
